          University of Phayao has regulated the University of Phayao’s strategic plans Year 2015-2018, and it has passed the approval of the University Council. The sixth strategic plan is the development, the conservation, and rehabilitation of good natural resource and environment in order to become a Green University. Its managerial goal number 24 states that the aim is to serve the Plant Genetic Conservation Project Under the Royal Initiation of Her Royal Highness Princess Maha Chakri Sirindhorn (RSPG) and to improve the master plan by indicating the campus located in a Botanical University environment. As for the Green University, its goal is to develop, conserve, and rehabilitate natural resource and environment in order to create the health promotion atmosphere and give the staff members an opportunity to live among the university’s serene nature and environment. In addition, the use of polystyrene and motorcycle is prohibited on campus.


Background Information of the University

          University of Phayao is situated at no. 19 Moo 2 Tambon Maeka Amphur Muang Phayao, Phayao Province. The area, in total 3 plots, is in the area of national reserved forest, namely Mae Tum Forest, in Tambon Maeka Amphur Muang Phayao, Phayao Province. The University, in requesting for a permission to utilize the area, had followed all the requirements set by the Royal Forest Department. Therefore it got a permission from the Royal Forest Department to use the requested area. Accordingly, the Royal Forest Department issued three announcements as follows.

(1) The 1st plot, announced in the Royal Forest Department’s announcement no. 31/2542 dated 29th March 2542 B.E., is the area covers 4,110 Rais of the Mae Tum Forest.

(2) The 2nd plot, announced in the Royal Forest Department’s announcement no. 32/2542 dated 29th March 2542 B.E., is the area covers 470 Rais of the Mae Tum Forest and the Mae Na Ruea Forest.

(3) The 3rd plot, announced in the Royal Forest Department’s announcement no. 4/2556 dated 25th  April 2556 B.E., is the area covers 578 Rais, 3 Ngan, and 6 Square Wa of the Mae Tum Forest.

The area, in total, is 5,158 Rais, 3 Ngan, and 6 Square Wa.

          The geography of the University of Phayao is located in the slopy hills with an altitude between 450-580 meters from the average sea level. Most of the area covers with Declduous Dipterocarp Forest and Mixed Declduous Forest. It has tropical climate of which the north-eastern monsoon brings the arid and cold weather from China resulting in the cold and dry weather. As for the south-western carries moisture and humidity causing rain. The highest average temperature is 36.6. Degree Celsius in April while the lowest is 11.3 Degree Celsius in December. The average rainfall is 1,288 ml./year.

land utilization

          1) In the year 1999, the University of Phayao made use of approximately 2,000 rais  or 44 percent of the whole area to build the group of buildings and infrastructure, which were necessary in serving the 4 missions of the university. 

          2) In 2013, the University requested for a permission to use 740 rais more of the national reserved forest to construct the University of Phayao Medical Center and Hospital, which was located near the main entrance of the University.

          3) In 2015, the University requested for a permission for the Royal Forest Department to utilize the area of 568 rais and 1 ngan at Mae Tum Reservoir in order to build Research and Agricultural Technology Transfer Institute under the Royal Initiative to celebrate the Auspicious Occasion.
