Given the university's sloping and mountainous terrain, which presents unique transportation hazards, UP enforces specialized traffic management strategies to enhance campus mobility and student safety.
- The UP Transit System To reduce the use of personal motorcycles on steep roads, UP provides an efficient campus shuttle service, which is currently transitioning to an eco-friendly electric minibus (EV) fleet.
- 100% Helmet and Traffic Enforcement Campus security officers operate strict checkpoints to ensure helmet compliance. Motorcycle parking zones are systematically designated around the campus periphery to minimize traffic congestion within academic areas.
- 3D Pedestrian Crossings and Speed Calming Innovative 3D pedestrian crossings and speed reduction markings are installed in high-density zones to prioritize pedestrian safety and encourage cautious driving behavior.
2. Emergency & Fire Safety Drills
University of Phayao actively cultivates a campus-wide safety-first culture. Annually, the university collaborates with local civil prevention agencies and internal faculties to deliver robust emergency response and disaster mitigation training, ensuring a healthy and secure academic environment.
- Fire Prevention and Evacuation under the Green Office Initiative In accordance with UP's institutional Green Office framework, comprehensive fire preparedness drills are routinely implemented.
- Standardized Basic Life Support (CPR) & AED Training The University promotes life-saving medical literacy through CPR and AED workshops designed to build confidence and practical emergency response skills.
3. High-Standard Laboratory Safety
For students in health sciences and science-technology disciplines, UP continuously strengthens laboratory safety practices in alignment with
ESPReL (Enhancement of Safety Practice in Research Laboratory)
standards regulated by the National Research Council of Thailand (NRCT).
- Prior to conducting research, students must complete laboratory safety orientations and risk assessments to ensure safe handling of chemicals, biological agents, and environmentally responsible waste management.

- CCTV Surveillance Network High-definition security cameras are strategically installed across intersections, pedestrian pathways, and high-risk areas, with continuous monitoring conducted through a centralized security control center.
- 24/7 Emergency Medical Response In cooperation with the University of Phayao Hospital, emergency ambulance services are available 24/7 to provide rapid medical assistance and patient transportation during accidents or health emergencies.
5. Peer Support Networks and Dormitory Welfare
UP promotes a culture of mutual care and collective responsibility through student-led safety and welfare initiatives.
- "Dormitory Happy Life" Committees Student representatives in residential halls are trained to inspect safety conditions, monitor fire protection equipment, and provide peer support by identifying students who may require mental health assistance in coordination with the Division of Student Affairs.
